What is The Parks Homeowners' Association?
The Parks HOA is a non-profit corporation composed of
homeowners in The Parks community. You automatically
become a member when you purchase a Parks home.

Can you give me information about the Association’s
Board of Directors?

When and where are the Association’s board meetings held
and are all homeowners invited to attend?
Board meetings are open to all members – currently the Interim
Board does not hold regularly scheduled meetings; however,
members are notified when one is scheduled and where the
meeting will be held. |

How can I participate on the Association’s board?
Until turnover to the homeowners, two homeowner
representatives have been appointed to the board. After
turnover, elections will be held once a year to fill vacant
board positions. A notice will be mailed to all homeowners
informing them of the turnover meeting and upcoming election.
In addition to board positions, the board may appoint
homeowners to various committees. Currently, the board is
acting as the Architectural Review; however, if you would like
to join or suggest a committee be formed, please send your
request to the board with your name, contact information and
the committee function you feel would enhance the living
quality at The Parks. |

How do I pay my assessments?
Central Oregon Community Management is our
managing partner and invoices our assessments, which includes
a return envelope for payment. Their mailing address is:

What are the Rec Centre hours?
The clubhouse is open every day from 7 AM to 10 PM. More
information, along with the rules and regulations about the
Centre, pool, and other facilities can be found on the
Documents page. |

Can I reserve the Park Centre for a private party?
Yes. Download the Rec Centre Rental form from the
Documents page or contact our community manager,

I am considering making some changes to my yard/house.
Do I need prior approval?
Yes. The Parks Homeowners’ Association is governed by a
series of Covenants, Conditions, and Restrictions (CC&Rs) as
well as Design Guidelines. Exterior landscaping and
structure changes require prior approval of the Association’s
Architectural Review Committee (ARC). To obtain an ARC Form,
or to review the CC&Rs and/or Design Guidelines,
go to the Documents page.

How do I get ARC Approval?
You must submit an ARC Form BEFORE starting any work on a
project. Your plans need to be submitted to the ARC through
Central Oregon Community Management. Your plans should include
details on what you want to do, the materials you will use,
and a site plan (where the project will be on your property).
The plans need to be understandable, with height, width,
depth, setbacks from borders/boundaries (fences, walls, and
property lines), color scheme etc. fully specified. |

Why should I apply for ARC approval before doing the
work?
Obtaining approval before staring a project assures that you
will not have to remove or alter it at a later date due to a
violation of the Association’s CC&Rs and/or Design
Guidelines. If the situation is not resolved, homeowner fines
and even liens can result from violations. |

Do I need to apply for everything I do in my yard?
No, if you are doing some minor landscaping, such as putting
in small shrubs or flowers, it is not necessary to apply for
ARC approval. |

If the ARC rejects my proposal may I appeal their
decision?
If you feel that the ARC has mistaken your intent by rejecting
your application, you can resubmit it with additional
information on your proposal, and any additional arguments
that you feel would help your case. Please don’t just submit
the same application again without changes as it will be
denied again. You can also include any changes with your
resubmitted application that might help the project become
approved.
Until such time as an Architectural Review Committee (ARC) is
appointed, the board is acting in that capacity and has the
final decision. |

What is the function of the Architectural Review
Committee?
The Architectural Review Committee (ARC) is an important part
of your community. The Committee’s purpose is to make
decisions on, and interpret, the CC&Rs and Design Guidelines
where improvements are concerned. You can find out more about

Association’s CC&Rs available on the Documents page. |

Who can use the Rec Centre, Pools, Basketball Court, and
Parks?
The common areas (Rec Centre, Pools, Basketball Court, and
Parks)are for the exclusive use of The Parks
homeowners/resident tenants and their guests. A
homeowner/resident tenant must be on the premises during the
time the facility is reserved and cannot be used by outside
guests without a homeowner/resident tenant present.
Only homeowners who have paid their association dues may have
access to the common areas. |

How do I reserve the Rec Centre Pavilion or The Parks
gazebos?
Reservations for the Rec Centre pavilion or The Parks gazebos
can be made via
email to or by calling 541-318-0704. When reserving
the facilities, please keep in mind the following:

Identification of The Parks homeownership/resident tenant is
required (driver’s license, personal check with address, or
utility bill).

Reservations can be made no more than one week in advance.

When reserving, please allow at least one half hour break
between reservations. Users must be completely finished in
the facility by the ending time on the reservation. Please
allow enough time to clean up prior to the end of your
reservation period.

No smoking, pets, skateboards roller blades, scooters, or
bicycles are allowed within the pavilion/pool area or
gazebos.

I’m a new owner. How do I get a pool key?
Pool keys are available to all Parks homeowners who have paid
their association dues.
Please contact Central Oregon Community Management,
541-318-0704, to set up an appointment with your community
manager, Katie Anderson. She will either meet you at the Rec
Centre or at Central Oregon Community Management’s office. An overview of
your new community will be discussed and your signature will
be required on a “Waiver of Liability” form.
If you’ve lost your key, a $25 fee will be required to have it
replaced. |

When will the pool open this year?
The pool is tentatively scheduled to open the end of May. |

Does the community have a security service?
The Board of Directors has hired Tronite Security Enforcement
Services to patrol our community three times an evening.
Tronite is also contracted to respond to any homeowners who
have concerns that would require their services any time of
the day.
Please keep the following telephone number handy if you need
to dispatch a Tronite officer. Tronite is available 24 hours
a day, 7 days a week*.

If unlawful activities are observed, homeowners are encouraged
to call the Bend Police at 322-2960.
* Please note: although Tronite will take calls any time of
day, officers will only respond between 6 PM and 5 AM. |
