The Parks, a planned community established in 2000, is nestled on the southwest side of Bend, Oregon, in the shadow of the spectacular Cascade Mountains. The Parks is a cozy neighborhood with 209 homes surrounding several parks which provide inviting open spaces for community use. These parks include amenities such as a water fountain, two gazebos, a barbecue/picnic area, a basketball court, and, most popular, a swimming pool.
The Parks is governed by Covenants, Conditions, and Restrictions (CC&R’s), which are closely monitored by the Homeowner Association, comprised of a Board of five elected volunteers. Other committees are the Architectural Review Committee, the Facilities Committee, and the Communications Committee.

Regarding the Parking Resolution:
Regardless of the fact that I am surprised by the desire of “neighbors” to foster disharmony by enforcing a policy that frankly makes very little sense for cars that are used on a regular basis (as opposed to cars that might be left in place semi-permanently), clearly as a (hopefully not much longer) owner in this neighborhood I am required to comply with the Rules and Regulations.
What I am NOT required to do is submit to discomfort at the hands of the Board’s rule enforcers due to their using enforcement techniques that are not authorized in the CC&Rs. I came out to my car this morning and found a PERMANENT sticker on my window informing me that I was in violation for parking in an unauthorized fashion. I am unable to find any clause in the CC&Rs nor the Parking Resolution authorizing any apointee of the Board to place PERMANENT stickers on cars, nor indeed any authorization to post ANY kind of notice on cars. What IS in place is a very detailed policy for informing offending owners through a series of notices, the second of which must be sent by Certified Mail. I for one have never received such a notice, and can only assume that the Board and its appointees do not feel compelled to follow their own policy, and instead desire to use capricious means outside of their legal ability.
If the Rules and Regulations have changed then I expect to receive timely notice of these changes, as required in the CC&Rs.
I expect to never again find stickers of any kind on my car, and for the individual who placed same to immediately clean the remnants of the one that was placed last night. If the remnants are not removed, and the sticker residue gums up my window lifting mechanism, I will review my options for recovering the cost to repair my car.

This parking issue is becoming ridiculous. I am shocked that our HOA is putting permanent stickers on neighbors/people’s cars. These are not abandon cars up on blocks. As a homeowner with a soon to be teenage driver, it is completely unreasonable to think that 3 cars will fit in a 2 car garage. My neighbors even got a sticker for parking in the alley on their own property/landscaping strip. Seems to be okay if you have it paved or a driveway large enough but not okay if you have a small driveway that doesn’t fit your car.
We do not want to become the neighborhood that no one wants to live in because it’s unlivable. Property values are already too low.
I think the dog crap in the common areas/front yards is a bigger issue than this. I assume that all you that complain about cars have no issues with letting your dogs crap in our yards and parks.
